Here I will teach you about Image-Effect-Picture-Hand-Painted-Scatch

[1]-First of all Open any image as I did take following image of Indian Beauty TAJ MAHAL

[2]-Now Make Duplicate Layer with the help of Ctrl+J & your Layer Pallete should look as shown below

[3]-Now go to Filter>Sharpen>Sharpen More & after that press Ctrl+F & your image should look like this below

[4]-Now go to FILTER>ARTISTIC>PAINT DAUBS & use the following settings

[5]-Now your image should look as shown below

[6]-Now Press SHIFT+CTRL+U & your image should look as shown below

[7]-Now go to Image>Adjustment>Brightness/contrast & use the following settings
