Here we will tell you how to make a Under-water-bubble-light-reflection in photoshop.

[1] Open your image like this.

[2] Now make the copy of Background Layer.

[3] Go to Filter>Stylize>Glowing Edges use these values.

[4] Your image should be as shown below.

[5] Now change the Blending Mode to Screen.

[6] Your image should be look like this.

[7] Go to Filter>Blur>Radial Blur use the settings.

[8] Your image should be as shown below.

[9] Now press Cntl+U, to Hue/Saturation use these settings.
