[13] Create a new layer make the selection and fill with Black color.

[14] Go to Blending Option use the following settings.

[15] Your image should be look like this.

[16] Take the Brush Tool use these settings.

[17] Play with your brush tool.

[18] Now take the Text Tool create some text.
