Here we will tell you how to make a Photoshop-fog-dream-effect in photoshop.

[1] Open an image of a scenery.

[2] Press Ctrl+L to open level settings. Apply the following settings as shown.

[3] Your image will be look like this.

[4] Now go to Filter>Distort>Diffuse Glow apply the following settings as shown.

[5] Your image will be look like this.

[6] Press Q to enable quick mask.

[7] Now go to Filter>Render>>Difference Clouds. Press Q again to disable quick mask.

[8] Fill the area with White color.

[9] Duplicate the layer.

[10] Now go to Filter>Blur>Gaussian Blur apply the following settings as shown.

[11] Your image will be as shown below.

[12] Now change the Blending Mode to Linear Burn.
